This is by Shen Chuanbao, who is a researcher at the Research Center for Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in Beijing.My Note to the Reader:This is the kind of material that can seem incredibly dull at first glance, but is in fact tremendously useful for anyone trying to understand the complexities of Party management and governance in China, especially the friction between the central leadership and cadres and officials operating at different levels of the system. It is also instructive in understanding how “top-level design” and greater central control over policymaking and implementation must constantly grapple with the reality of highly diverse local conditions. The result is a persistent tension, i.e., how does the system produce adaptive governance and differentiated policy outcomes while simultaneously strengthening central control and coordination? Why, despite the Party’s emphasis on unity and discipline, can there never really be a single formula that works everywhere?
