The result is a persistent tension, i.e., how does the system produce adaptive governance and differentiated policy outcomes while simultaneously strengthening central control and coordination? Why, despite the Party’s emphasis on unity and discipline, can there never really be a single formula that works everywhere? Why corruption, mis-reporting, informational challenges are structural phenomena that cannot be eliminated, regardless of the ferocity of anti-corruption campaigns and mechanisms.The core argument of the essay is that all cadres and officials must cultivate “Party spirit”, and that only through this process can they develop and maintain a “correct view of political achievements”.
